Returns a list of appeals for a constituent.

Returned when the operation succeeds. The response body contains a collection of constituent appeal entities.

Response 400 Bad Request
Returned when the specified constituent ID in the request URL is not in the appropriate format.
Response 403 Forbidden
Returned when the user does not have permission to view the constituent appeal items.
